Bill Nelson Quoted in NC Insider Regarding the Single Sales Factor Apportionment
Raleigh, N.C. – Bill Nelson was quoted in an NC Insider article published on April 10, 2015, regarding proposed legislation that would change North Carolina’s method of apportioning the income of multi-state corporations by adopting single sales factor apportionment. Bill said that the prime motivation for moving to single sales factor is “economic recruitment or improvement of the economic climate without picking specific winners or losers through narrowly drawn credits or other targeted incentives.” He explained that eliminating the property and payroll factors from the apportionment formula would provide “significant relief” for taxpayers with heavy investment in North Carolina who currently face “indirect multiple taxation” of such investment in the form of property and franchise taxes, as well as inclusion of the investment in the apportionment formula.
Bill also noted that the economic incentive benefit of moving to single sales factor diminishes over time as additional states adopt it. “If we’re going to do it, we ought to do it soon,” he said.
